The Defence Suppliers Forum (DSF) is the primary MOD-industry engagement mechanism for matters of mutual strategic interest. It enables ongoing strategic engagement between the MOD and its suppliers, including Primes, Mid-Tiers, and Small and Medium-sized Enterprises (SMEs). The DSF delivers against a set of Aims and Objectives aligned to the Defence Command Paper Refresh, collaboratively tackling shared challenges including supply chain bottlenecks and skills shortages. As well as its standing programme of work, the DSF supports agile joint government/industry responses to emerging issues and opportunities. Any suppliers not already attending the DSF’s bi-monthly Communications Forum are encouraged to register their interest by contacting the DSF Programme Management Office.

Andrew Forzani
Director General Commercial
Andrew has worked in the commercial, procurement and supply chain profession for the whole of his career, working in health, infrastructure international aid, construction and local government before joining the Civil Service. During this time he has delivered complex commercial deals, across property, infrastructure, IT categories and a range of national outsourcing service programmes in health, education and government. Andrew has been in Defence since 2017, initially as the Departments Chief Commercial Officer. He was recently appointed Director General Commercial for both the MOD and DE&S in July 2021 and is the senior commercial advisor across Defence. The role also covers the overall leadership of over 2,000 procurement and commercial professionals in Defence. The commercial function covers an annual spend in excess of £20bn across nearly 6,000 contracts, ranging from property and FM, corporate services, complex IT infrastructure and services, food, clothing & medical supplies to large military equipment platforms, such as ships, aircraft and vehicles. Andrew is also leading on the implementation of an ambitious reform agenda to ensure Defence procurement and supply chain system is more agile, capable and able to deliver the right equipment and services to the Armed Forces more quickly.
Andy Start
Chief Executive
Andy studied electrical and electronic engineering at Portsmouth and management at Bournemouth. He completed a year at the Royal College of Defence Studies and has completed a Masters in International Security and Strategy at King’s College, London. Trained as an engineer, Andy spent the first decade of his working career in the space business, as a designer and programme manager of military satellite systems. His career progressed to leading a wide range of Aerospace and Defence businesses with a specialism in helping improve performance and drive strategic change. Andy has completed government secondments into the MOD and the Department of Trade and Industry. In the latter role he had responsibility for leading the UK Aerospace Innovation and Growth Team and supported the development of Defence Industrial Policy. He has been active throughout his career in supporting others and served on the UK Electronics Council, the board of the trade body TechUK, the board of Smart Africa, and is an active coach and mentor. Chief Executive of Defence Equipment and Support (DE&S) The Chief Executive Officer is the UK’s National Armaments Director and as the Accounting Officer for Defence Equipment and Support (DE&S) is directly responsible to Parliament for the stewardship of DE&S’ resources. To discharge these responsibilities, CEO has delegated authority from PUS to lead and manage DE&S: • providing equipment and logistic support to current operations, including delivery against urgent operational requirements • delivering funded equipment acquisition and support outputs, as agreed with Front Line Commands and the Head Office • delivering projects to performance, time and cost targets, in accordance with agreed asset delivery plans • managing safety, risk and environmental issues in accordance with mandated requirements and appropriate best practice • representing UK interests in international military and political fora, including NATO and the EU
Lieutenant General Sir Rob Magowan KCB CBE
Deputy Chief of Defence Staff (Military Capability)
Lieutenant General Rob Magowan joined the Royal Marines in 1989 after reading chemistry at Southampton University. His early command appointments included a tour of Northern Ireland. Returning from the US Marine Corps staff course, he was posted to HQ 3 UK Division, during which time he deployed to Afghanistan on the first International Security Assistance Force deployment. He returned to 42 Commando as Second in Command, deploying to Kuwait and Iraq for Operation Telic 1. Subsequently, he worked in the Cabinet Office, the Foreign and Commonwealth Office and the Ministry of Defence, with a focus on intelligence. He assumed command of the Royal Marines 30 Commando Information Exploitation Group, deploying to Helmand province. After Higher Command and Staff Course, as a Brigadier he was Chief of Staff to the National Contingent Commander in Kabul, Commodore Naval Personnel Strategy and then Commander Joint Forces Intelligence Group. He became Commandant General Royal Marines, for the first time, and Commander United Kingdom Amphibious Forces in 2016. He also assumed command of the European Union Naval Force Somalia. His staff appointments as a Major General were Assistant Chief of Naval Staff (Capability) and Assistant Chief of the Defence Staff (Capability and Force Design). In January 2020, he assumed the role as Deputy Commander UK Strategic Command. He reassumed the position of Commandant General Royal Marines from April 2021 – November 2022. He started as the Deputy Chief of Defence Staff (Military Capability) in May 2022 and was Knighted in the 2024 New Years Honours.
Rear Admiral Andy Kyte
Chief of Defence Logistics and Support (CDLS)
Rear Admiral Kyte has had a notable career in logistics covering posts in the Royal Navy, the Defence Support organisation and wider Defence. In his role of Chief of Defence Logistics and Support (CDLS), he leads the organisation as it seeks to modernise and integrate how Support is delivered. CDLS heads up the Defence Support organisation, under Strategic Command. As CDLS, RAdm Kyte is responsible for overseeing the continued implementation of the Defence Support Strategy, the delivery of strategic military logistics and support advice, and as the Functional Owner developing, cohering and assuring support across Defence.
Avril Jolliffe
Director General Industry, Trade and Economic Security
Avril left university with two degrees in Engineering, including a Dip Ing in Nuclear Engineering and joined the Ministry of Defence (MOD) on the Science and Engineering Fast Stream in 1995. She worked in a number of operational policy areas, such as Bosnia, Sierra Leone and Afghanistan and worked on contingency planning for Homeland crises. Her first SCS post was the MOD’s Head of Export Policy and Assurance, where she was responsible for the assessment of military equipment export clearances against counter-proliferation legislation. In May 2011, Avril joined Thales UK as Director Anglo-French Relations. In 2015, she took on the role of Head of Policy and International Relations, representing Thales UK across all aspects of senior Government policy making and understanding the UK’s strategic international relations position. She was also a company director for Thales Alenia Space UK, the UK arm of Europe’s largest space company. In Sept 2022, Avril re-joined MOD as the Director General for Industry, Trade and Economic Security, leading on a number of key policy areas including industrial strategy, exports, economic and investment security, space, climate change, levelling up and the Union. She is also responsible for MODSAP and other UK activities in Saudi Arabia.
Julie Brettell
Supply Chain Director
Julie has worked in the Defence industry for three decades, predominately in Procurement and Supply Chain roles; leading in various private sector organisations and as an operating Board member, since 2003. She joined MOD as Commercial Director, Supply Chain in January 2023, bringing a valuable perspective, fresh from her leadership role within Thales UK. She joined Thales UK as Chief Procurement Officer in 2018 and was responsible for all procurement and supply chain activity across UK divisions including Defence, Cyber Security, Civil Aerospace and Ground Transportation. Julie has led numerous successful transformation programmes across her roles within the Defence Industry and brings a huge amount of industry insight to her role in the MOD.
Victoria Cope
Chief Procurement Officer & Commercial Director
Victoria is an experienced senior leader, with a multidisciplinary background and track record of achievement. Focused on strategic commercial leadership and effective relationship management to deliver tangible results for businesses and individuals alike. Victoria has over 15 years’ experience in the Aerospace and Defence sector and has worked within corporate procurement, finance, sales, commercial, programme management and investor relations functions within FTSE100/250 organisations including BAE Systems, QinetiQ, Airbus and Unilever. Victoria’s achievements were recognised by The Times & Sunday Times in 2019 as winner of We Are the City Top 100 Women Rising Star 2019 – Defence. Victoria was also awarded the Marshall of Cambridge Medal by the Duke of Edinburgh in 2012 for contribution to the aerospace industry. Victoria is a chartered Aeronautical Engineer by background and holds an Executive MBA from Henley Business School. Victoria is a Non-Executive Council Member of The Air League Trust and trustee of the Inspiring Leadership Trust and plays competitive badminton in her spare time.

Andrew Kinniburgh is Director-General of Make UK Defence, the Defence Trade Association belonging to Make UK – the Manufacturers’ Organisation. He joined Make UK in 2019 from the Cabinet Office where he was Wider Government Engagement Lead for the Government Commercial Organisation, following a 25 year career in the defence and security industry. Tom McDonald is currently a Director at the UK National Audit Office, where he is responsible for leading value for money audit work on defence and national security expenditure. He has worked at the NAO since 2001 and has focused his career on the defence, health and international sectors. Since 2015 he has also been the NAO’s lead Director for cyber security across the UK public sector. Between 2010 and 2013 he was seconded to the Department for International Development to establish and run the Independent Commission for Aid Impact. Before his NAO career, he worked in international affairs research and acted as an overseas election observer on behalf of the UN, EU and OSCE. He has degrees in modern languages, international relations and management from Bristol University and Ashridge Business School and is a fellow of the Centre for Science and Policy at Cambridge University.

Elizabeth (Libby) Vallance Bull is an AI and Technical Strategy Advisor for the British Army, MOD and NATO. Libby is a graduate from the Universities of St. Andrews, Aberdeen and Cambridge, a Fellow of the Geological Society, and Honorary Fellow of the University of Exeter (Centre for Public Understanding of Defence and National Security), guest lecturer at the Universities of Buckinghamshire and Cambridge. She started her career with the MOD, Army, Royal Signals during the period of the Bosnian Conflict. Emerging as a Geophysicist from her studies, Libby has spent a privileged three decades, travelling the world and its major oil capitals, working as an exploration geophysicist and latterly digital transformation strategist, within the largest multinational Oil and Gas organisations globally. Libby brought her experience of solving complex hydrocarbon exploration challenges to Defence and National Security, where she has provided, technical and strategic advisory to Defence Primes, SMEs, and MOD. Professor Louth was in the military between 1987 and 2004 before turning his attention to commerce and academia. As an author, academic and business leader, his passion is to explore, understand and explain the complexities of defence capability generation and management drawn from a multi-faceted public-private enterprise, embracing defence prime contractors, technologists, SMEs, the armed forces, families, investors and governments. Between 2011 and 2019, John was the director of the defence, industries and society research programme at RUSI. He was also the Professor of Defence Management at the University of Roehampton Business School in London. John advised the Colombian government on defence industrial reform as part of the peace process, chaired the UK-Australian Defence Maritime Collaboration Dialogue in London and Sydney and was the independent chair of the MoD-Industry Nuclear Engineering Skills Review. Between 2012 and 2024, John was a specialist adviser to the UK House of Commons’ Defence Select Committee. Before Brexit, he was the UK’s representative to the EU on its annual defence capability review. He is a non-executive director of Subsea Craft and a strategic adviser to IBM, Pagefield, RSA and Redstone Risk, as well as a collaborating professor with the University of South Australia in Adelaide, where he has developed an Executive Defence MBA.
