The completion of the first 46 homes at Dhekelia Station marks the opening milestone of a ten-year programme modernising British Forces Cyprus infrastructure across four sites – and points to a sustained overseas defence construction pipeline with implications for the wider estate supply chain.
Forty-six new service family accommodation properties have been completed and handed over at Dhekelia Station in Cyprus, marking the first phase of a 138-home programme being delivered under the APOLLO investment initiative. With families expected to move in shortly, the handover represents the first tangible output of a decade-long programme of estate modernisation across the British Forces Cyprus Sovereign Base Areas – spanning Episkopi, Akrotiri, Dhekelia and Ayios Nikolaos – that extends well beyond housing into operational infrastructure across all four sites.
The homes have been built by the Lagan Iacovou Joint Venture under a £48 million contract awarded in 2023, with the remaining 92 properties to follow in subsequent phases. All 138 homes are three- or four-bedroom properties, designed specifically for the demands of the Cyprus environment. Seismic resilience has been built into the structural design to address Cyprus’ known earthquake risk, while comfort-cooling systems manage the practical realities of the island’s high summer temperatures for Service families. Solar panels, air source heat pumps and electric vehicle charging points are included as standard across the development – a sustainability specification that mirrors the direction being taken across domestic defence housing programmes and reflects the MoD’s broader commitment to reducing energy costs and carbon footprint across its global estate.
APOLLO is a joint initiative between the Defence Infrastructure Organisation and Cyber and Specialist Operations Command, designed to enhance the resilience of critical UK defence assets in Cyprus while bringing infrastructure up to modern building and operational standards. Its ten-year scope and four-site reach make it one of the most significant overseas defence estate investment programmes currently running, and one with a pipeline that extends considerably beyond the current housing phase into operational and enabling infrastructure across the Sovereign Base Areas.
The programme’s delivery model – a joint venture contractor working in close partnership with DIO and CSOC client teams and station staff – reflects the collaborative approach that has characterised the most effective recent defence estate programmes domestically. Lagan Iacovou Project Director Luke Carolan credited the whole project team including subcontractors and supply chain partners, alongside the professional and collaborative approach of the client side, as central to reaching this first milestone on programme.
For the supply chain, the significance of the Dhekelia handover lies as much in what comes next as in what has been delivered. With the first phase complete and the remaining 92 homes still to be built, and with the wider APOLLO programme’s operational infrastructure investment yet to fully materialise, the pipeline of work across Cyprus over the next decade is both substantial and technically varied – encompassing the specific demands of overseas construction, seismic engineering, climate-adapted design and low-carbon building systems that not every defence estate contractor is equipped to deliver.

The APOLLO programme adds an important overseas dimension to the defence estate construction pipeline that has grown significantly across UK sites in recent years. The sustainability specification – solar, heat pumps and EV charging embedded as standard – also signals that low-carbon design is now a baseline requirement across the MoD’s global estate, not just domestically.
